The point of having vic was his out of pocket presense the ability to run and throw the ball. Most of the top qb's in the league stay in the pocket and make big plays while gettin ready to get hit. plain and simple, he should get treated like everyone else in regards to penalties. he is a star qb and top A-list celebrity just like the other elite qbs. his ability and propensity to run should have nothing to do with whether or not he gets the call.

What makes him elite ? He is exciting to watch, but at the end of the day, he has lost more fumbles then he has had rushing touchdowns.

The two best QBS in the league are Manning and Brady, after that, there are Top QBs in the league: Rodgers, Rothilsburger, Brees, Vick, Manning.
