It's so nice to see Topper enjoying his freedom and living in his community and obeying the law. If you look closely, you can see his pain though due to the lack of power he once had. Topper, used to run his unit while he was locked up and had all the respect in the world. Other guys inside came to Topper for advice and he was running a lot of shit while inside..
