These were preliminaries for World. I'd bet you the winner of this preliminary didn't make it to quarterfinals with that time.

Just for comparison, there were 100+ US high schoolers who ran a faster time last year by more than 0.1 seconds. Probably another couple hundred that beat it but by less than that.
