Highway Trust Fund Fix Falters in House
Attempts to include a fix for the looming shortfall in the Highway Trust Fund to legislation extending the authorization of the Federal Aviation Administration failed this week.
A plan originally drafted by Senators Max Baucus (D-MT), Charles Grassley (R-IA) and Patty Murray (D-WA) would have transferred $8 billion from the General Fund to the Highway Trust Fund, a reimbursement of funds taken from the Highway Trust Fund with the enactment of TEA-21 authorization legislation in 1998. House Ways and Means Committee Chairman Charles Rangel (D-NY) introduced legislation last week to implement this fix with an extension of the FAA authorization. However, opposition from Republican lawmakers in the House prompted Democratic leaders to pull the controversial provisions from the FAA extension bill.
