The difference between Perry and Bush is that Perry drives the crazy train while Bush was just a passenger (and not a particularly important one at that). That being said, as much as I want to say a Perry/Obama race would become a referendum on Texas, it seems like it could easily degenerate into a referendum on Sarah Palin.

Unless the Republicans are dumb enough to toss the chick in as their main play, I don't see how they won't win. All the racists who didn't want Obama and voted for a war relic last time will trip over their dicks to vote for a slick southern professional like Perry. And they'll make their voices known 10x louder that the black president screwed up their country in four years whether that's correct or incorrect to say.
