How come books don't put up OVER/UNDER season win totals on the bad NCAA teams?

Are the books just being lazy?

It seems to me that it has always been this way. No Sun Belt, MAC or WAC teams and only the good teams from the big conferences.

Not enough betting interest to justify producing a line would be my guess...Maybe not as much info out there for oddsmakers to be as accurate either considering the players they are getting aren't as well known.
