Some guy asked me in local store, I wanted to bet him and say no they are illegal unless you get a special federal permit to have one which costs like $200 per year.

You can buy them online and they are 100% legal, but when you buy them or any class 3 weapon you have to pay a $200 ATF federal stamp tax.
