Does anyone know if they book the bets or if they lay them off through the track?
Anyone have knowledge of this?

Horse Bets are different then sports bets. They are done in a para mutual fashion. The payout on the winning/placing/showing horse is paid out of a pool of all the bets that are placed on that race. The book takes a 10% cut or so off the top, but you are being paid with other peoples money.
That is how it is done at tracks, I am not sure on the specifics of offshore horse bets.

when betting offshore the bets dont go into the mutual pool that is why offshore books have limits
