I'm trying to decide if this is a compliment or not. I could take it to mean I'm not a blithering halfwit - which would be positive.

On the other hand I could take it to be subtlely saying I am a blithering halfwit, but not absolutely 100% of the time. Less flattering.

Like so many things, the truth probably lies somewhere in the middle.
