I have read that cops in many European countries aren't even armed, my question is if this is true or not and if it is what keeps an armed robber from just robbing a bank or committing some other armed offense? Also, how come the cops in the US are so quick to use their guns, like the New York bachelor party where they shot 50 times into a car of unarmed ppl b/c they perceived a threat, I mean shouldn't the person at least have to threaten your life or at least be a legitimate threat of serious injury before you're allowed to shoot them 50 times? If they are driving away, unless they are murder suspects, I see no lawful ability to kill them all.
