I think the rules of beating only apply to grounded people or people who don't take hits to the head with a nightstick like a terminator. If it would have been a woman or a black guy or basically anyone that wasn't a huge white dude that can take a hell of a shot it would surely be called a beating.

Those cops in the video are completely pathetic ! This guys posed no threat to them period. Yes he might have been intoxicated, and if the cops felt in fear of their life before walking down the stairs they would have arrested him right then and their. Looks like the intoxicated fan was about to highfive another fan and that punk kid attendant knocked his hand away. The kid should have kept his hands to himself and not try to be a wanna be officer. The right thing that should have been done was the officer should have kept a hand on the intoxicated fan and escorted him to the side of the wall.
