Do I need chains on my tires right to get to Reno?

Im trying to figure out why this website is claiming that all cars heading East on 1-80 are "required to carry maximum chains, and are being screened"

This doesnt make sense to me. Its not even snowing.

Maybe you have smoked so much buds you arent thinking straight anymore. If Caltrans says chains are required on all vehicles Im pretty sure they aren't pulling that out of their ass for fun.
