Action refers to taking the team regardless of who starts. You have the option usually of taking the team with the specifically scheduled starter or ACTION if someone else starts.

A lot of people bet baseball because of the starting pitchers. Action/No action gives you the opportunity to have no action on the game if the starting pitcher changes before first pitch.
