Not sure what the actual "problem to solve" is, but it seems to just be describing the discrete fourier transform.

I am sorry to disappoint, there are none of those here. I, for one, cannot solve this but I have an excuse. This is not an equation but an operation known as 2-Dimensional Complex Out-of-Place Fast Fourier Transform, there is nothing to solve here, so you can go ahead and use it wherever you see a fit.
