I won't have time to check this until Sunday, but I saw it on an ebay Discussion Board (where aggrieved sellers are frantically searching for alternatives to eBay and it's processor, PayPal).
It's a way to make e-payments via cellphone. How this differs from regular e-payments I don't know. And of course if it's thru US banks it's likely a non-starter.
