In order for it to be sexual harrassment there has to be a pattern of this and it has to be brought to management's attention and management has to address it with the alleged harrasser. If it was brought to management's attention and it still continues then the person doing the alleged harrassment has to have multiple warnings.

In other words, do we have a pattern of harrassment here or did he just send her a couple cock pics? If it's the latter then this is completely overblown.
