when is draft? what is payout? who holds the funds?

so far we have 8 owners, 10 is enough to start draft, 12 is max we can have.

Payout will be like 60% to first, 30% to second and 10% to 3rd

We have had a forum fantasy league with for 3 years running now and forum poster TimeToPay from around forumville has held the money each time and payed out the day of each time
