Football referees (in general) are morons.
Does anyone else get pissed when this situation arises?
Officials measure for a first down. Chains are past a certain yard line (which is a concrete reference point). The ball is behind that yard marker. Unless it is 2nd or 3rd down and you are just checking to see how far the ball is from a first down, there is ABSOLUTELY NO ******* REASON TO BRING THE CHAINS OUT.

Now USF, up by 8, in punt formation, SNAPS THE BALL with 22 seconds left on the play clock. The clock was running , with 3:35 left. They cost themselves 20 seconds.
