Here's the explanation from our technical dept:

This user has accumulated a transaction rake of 28 points, by receiving and sending points. Every time that JWBama23 has accumulated enough points to pay his rake, it was transferred out to the sportsbook, thus the system just kept track of his balance in waiting for a balance high enough to pay. (And a transaction which was applicable to run the rake system)

In short, if your points balance cannot be debited the rake because your balance would go negative, or because your balance is left in the sportsbook, the rake is not debited automatically but instead only when your balance on the forum can cover it & your next peer-to-peer post point is sent or received.
