Who set's the Half-times lines?

I've always wondered what individual, or Book, is the first to set the halftime lines?

Is it a computer? A computer with no emotions, making it without any psychology involved with the point-spreads?
Or does more than one individual feed "their" information into the computer and get their results of a "solid" half-time line?

From what I have seen, look's like The Greek has the pazazz to be the original half-time line poster.

Yes - The Greek has been known for being the first with halftime lines over the years, Abe.

With in-game live betting being more popular now, I imagine other books are getting better at making their own second half numbers quickly.
