I don't know which book or group sets them, but it's obviously based on stats, there's no way they could actually watch all the games to judge momentum, "luck", etc.
I am a big fan of 2h lines. The player has the advantage here because the Oddsmaker can't watch the 1st half. You just have to sure you get them right when they come out, because the market will "correct itself" to some degree within seconds usually.
