How to determine push %'s for sports

Do you guys know of any calculator or tool out there that provides the approximate % of a push for football and basketball?

So basically, if the line is 3, what's the % of a push based on historical data? How can i figure that out?

these things can be dynamite. like if you catch a college game when it opens and then when it closes, sometimes 3-5 pt difference. HUGE value on the middle.
