It is a big deal because honestly, how hard is it to send a list of winners to DSI and then get funds placed into the account? This process should take about 1 hour tops! If DSI is taking three days to handle this shit, then I sure as hell would not want them handling one of my payout requests!

It is absolutely NOT free money. First of all, you have to make a deposit in order to be eligible for the prize and second of all, you have to pick games correctly in order to win the money. FREE means getting something without doing anything in return.
