Computer help....how do I open this type of file
    application/octet-stream

I downloaded this from a site, and it gives me the option of opening it with a certain program, which I have tried and have none capable of doing so

and when I save it, and then try to open it I get "windows cant open this file, what would you like to do... use the web service to find the appropriate program.... (tried that takes me to a blank website) and then back to select a program

Im burned out on this crap and the idiot who put up the file doesnt seem to think putting it up as a pdf or .doc would be better

If your professor says its a pdf, then just save the file as "myfilename.pdf", and it should open up. The mime type application/octet-stream is a generic file type, and it will be hard to tell what it is.

i dont even see where I have the chance to change the way its saved or downloaded... soon as i click save on the pop up option it downloads then immediately a new pop up says windows cannot open this file

Try right-clicking the link instead of left-clicking it, use 'save as' and give it a filename and extension yourself as ivanator suggested.
