You've never driven through some of the smaller towns in Lousiana with out of state plates, I can only guess. The numbers may not match the number of rogue cops in big metropolitan areas, but people are people, be they in law enforcement or some other line of work.

I grew up in a law enforcement home. Cops can pull you over for a number of things, it just depends on their mood. Fact is, many of us commit a number of petty infractions every day when driving. If a cop feels like giving somebody a garbage ticket, he'll find a reason to do so.
