No you don't have to be drunk but they have covered it in the rules. The opposing team gets a corner kick. Basically you can't score an own goal from a goal kick for obvious reasons.

Corner kick is given only when:
- if an indirect free kick is kicked directly into the team’s own goal,
a corner kick is awarded to the opposing team (Law 13)
Goal kick considered as direct free kick
- A goal may be scored directly from a goal kick, but only against the
opposing team (Law 16)
If the ball is not kicked directly out of the penalty area from a goal
kick:
• the kick is retaken (Law 16)

The ref in that video should not have allowed the goal.
Here is the rule - Law 16:
"A goal may be scored directly from a goal kick but only against the opposing team. This means that if the ball is kicked high into the hurricane force wind which blows it back into the kicker's goal before it gets beyond the penalty area, it is re-kicked. If by any chance the ball does leave the penalty before being blown back into the goal, the correct restart will be a corner kick, as you may not score on your own goal directly from a goal kick."
