If you average all of Toronto then yes, the quality of broads is very low. But if you go to the right place, you will find the same thing. Bay St in the morning rush is full of hot office broads. Jays games on a weekend afternoon have girls in minis everywhere you look.

Downtown MTL in the summer on a terrace is great but not too far down St. Catherines. Mcgill is hit or miss with summer students but couple of foreigners to be had. It's much better around frosh week as it's still hot enough outside to matter. Jazz festival is a waste of time. Grand Prix is better but downtown in a bar. Race grounds will be littered with jean guys and who dragged their girlfriend not to mention the heat outside and no shade. Osheaga is a good bet that some don't think about.

Toronto is better if you have money though.
