Or if a team gets 2 Red Cards in a game...
does it mean they are down a man in
the present game and then down a man
in the next game...

Your right the first time....next game they will start with 11, but the players that got a red card won't be able to play. In most leagues they can appeal the suspension just like in baseball, not in the world cup however.

It's all subjective...kicking a guy in the balls will on purpose will be a red card if the ref sees it and a longer suspension in leagues.

Some refs will give a professional tackle during a scoring opportunity/run a yellow or red, depends on the ref. Diving, talking back, slow play (goalie) are good examples of typical yellow cards.

Reckless tackles are usually red cards, these are tackles that could seriously hurt a player.
