There's no real tradition behind it as far as I know but it has happened for decades.
Soccer is big on promoting equality and stamping out racism, I guess it just makes the sport look more friendly.Comment -

Don't really know when or why it started. But they do it in league games too. At least here in Germany. The way they do it at my local club is that smaller clubs from the city or the near area have to write an application and every matchday one club gets drawn and will send one of his youth squads.Comment -

They are matchday mascots, they usually walk out with one team wearing the other team's strip to promote friendship through football. They may also wear a t shirt promoting a campaign such as ... against racism or knife crime.
