Not sure about under. Uruguay will change formation today and play with 3 forwards instead of 2 in French game. Uruguay will not like to get another 0-0 draw because South Africa will have better goal differential. So if it's a draw it will be a scoring draw meaning the under 2 will push.

I will stay away from the unders on 2nd round. Draw is the best option and if you had to pick a pk line take South Africa pk line which is not chalk.
