He means if you have a free bet at bookmaker and your pick is a draw/tie/push (all the same depending on what terminology you use) they grade it as a losing bet. While at BetJM as draw/tie/push means you neither lose or win. You get your free play back and you get the chance to try again.

all i asked for you to do was to follow through with what bm asked you to do...to contact the proper dept. of their book... i still dont know if you ever did that...did you ever get it fixed?
