Action is whatever pitcher starts regardless.

Here are the rules from Bookmaker, which is also standard for many other books also.

Action: Team against team, regardless of the starting pitcher. "Action" bets will be computed by the opening price with the new pitcher. A pitcher is deemed a starting pitcher after throwing one pitch.

so overnight, the mariners are +170 with snell. you bet them 500 to win 850. at noon, seattle makes the pitching change official, saying king felix is pitching. now bookmaker will change the line to say, seattle +100. this is where you get fuked. now your bet is 500 to win 500.

No, you would get the adjusted odds based on the new pitching matchup prior to the first pitch.
