Are they routing phone numbers and calling customers in the US?

No it came from Coasta Rica but the rerouted it to make it look like a local phone.If you do a reverse trace you will find the truth.

With internet phones you can have any area code you want. Also you can "spoof" your telephone number if you want from any phone line.
