There are always ups and downs. The Chiefs, Rangers, Indians, Blues have been decent within the last few years. The Clippers, Royals, Lions and Browns haven't been good in just about forever. In some cases its incompetence and in some they're just content to take their revenue sharing money and put a cheap but profitable team out there. You can add the Pirates to the second group.

poor management, i mean no one would have thought the rays would have been good in 08 but i mean when you draft at the top every year theres no excuse to have a losing record longer than 5 years in a row, but some teams just cant do that and i dont know why

Ownership....especially in baseball where the owners get a lot from revenue sharing and don't spend (marlins, pirates..)
