Any time the site crashes, they suspend the markets and delete all open offers, then open up the markets again. No idea though why it takes them 20 minutes or longer to restart the markets.

This is the 2nd time this has happened during baseball season where the site went down in the afternoon and the season isn't even 2 weeks old yet...
