Pine Tar

a lot of the bats look like the pine tar is way too high on the barrell of the bat,,,take notice,,,,has there been a rule change ,,,I could not find one

What are the rules on bats? As of last season

Rule 1.10(c) of the 2002 Official Rules of Major League Baseball states that batters may apply pine tar only from the handle of the bat extending up for 18 inches.
