If I pay Comcast $50/month for 100 mb/s bandwidth, I expect every site to come in at least at that speed.

Show me a company doing dishonest things (and I guarantee you a group of computer nerds will find a way to show Comcast throttling speeds if they do) and I'll show you an ambulance chaser, whether it be a private lawyer or state attorney general, willing to take them to court if it means a chance at a hefty fee or publicity.
