The guy on the video is just an SBR actor who tours and does great Shakespearean plays as King Lear, Othello, and A summer Nights Eve, and does this as a goof for the SBR staff when he is not touring to pick up some extra change.

The weed is not that prevalent in the foothills unless you buy from rebells but it can get costly and they do not like to be turned down if you tell them too much money.
