there was a guy posting here a few weeks ago that claimed to be a pro, said he buys across 3 and 7 every time in football. even from +1 or from -5.

Does anyone know how this strategy works?

all you do is shop for the 1/2 point instead of buying it, it is free then.

Absolutely. You can almost always find it. Shopping lines is a very wise move.
