What happened to the proposal of limiting posters thread starts?

SBR_John asked about this a few weeks back. Some posters here not related to something you eat on Fridays are starting a ton of threads everyday about nonsense. Can we put a feature that after the first 3 threads you start in PT every day the rest are automatically transfered into the PZ?
