It's confusing because it says only 100 posts or under can post in there and he is looking for a person to help. Does this mean the person who can help can have more than 100 posts and still post in the forum that only 100 post and under members can post?

You might want to consider upping the post maximum to 200. You can burn through 100 just shooting the breeze pretty easily. I know I almost have 100 and am a newbie.
