Paypal is owned by eBay, a company mired in hypocrisy.
They vigorously supported UIGEA, probably to keep the heat off themselves, so the govt will not violate Interstate Commerce Laws and require their sellers to collect taxes in each state wherein a buyer lives. Such a bureaucratic nightmare would cut the number of Ebay sellers by at least 35%.
MoneyGram and Western Union are probably the easiest way for the occasional bettor to transmit money to offshore books.
