Why can dish network/direct tv advertise on cable?

The network owns the channel and the programing on that channel. Cable, dish, etc. just own the right to distribute that channel, they have no say of what goes on that channel.

Money talks and they feel like the subscriber wont switch either because they are on contract or cable will example to the customer why they should stay such as weather conditions, they will offer you a offer not to leave.

same reason CNN can advertise on FOX news. It's all about money. If you pay fox enough they will let you advertise & try to take away viewers. Viewers mean advertising money, so if you're gonna take them, or attempt to, you can pay them for it. Sounds stupid but the bottom line is all that matters.
