Look up some of these facilities. Some of them are minimum security or medium security places. A minimum security prison is characterized by little or no fencing, like a dormitory that is patrolled. Find a girl in a minimum joint and she is in for a non-violent crime like fraud or something, also she is probably decently smart (not to smart, i mean she did caught).
