Why can't the college hoops teams trade players mid-season?

Why can't the teams looking to make a run at the NCAA tourney trade players from teams not good enough that year to bolster their rosters?

leave the current college where they are there for EDUCATION, b/c most don't make it to pros. Leaving friends and all that. Going to a school where they may not like

This isn't pros where they sign up for that
