Are black people in other coutries referred to with an African prefix?

For example, are black people in England referred to as African English, or in Germany as African German. Or maybe in Africa as African Africans.

And in england we just call them black, no reason to go all pc and start stating their origin and then their passport.

In Central America for example they are 'treated' as Caribbean Islands' descendants.
