Is there anyone open a foreign bank and get a debit card or credit card to play?

Please post your experience.
It's best that the bank don't need us to visit.

The banks. Call them. They are very nice and very helpful.

I think if any bank would help it would be pcfinancial , they are a Canadian "Virtual bank" with no branches, just atm's and online banking. They use CIBC's network of ABM's for deposits.

Of note, PCfinancial does wires online or on the phone

Citi also does wires online but is US based but does not seem to care about the laws...
