As usual homer, you are way off on this. While both Iowa and Penn State travel very well, Iowa can't draw flies on T.V. Penn State is the much better T.V. draw. Iowa is just friggin boring. Big, slow, dumb and boring. The second major flaw in your post is thinking that the Big 10 team would be the one missing out on the Fiesta Bowl, when we all know that Boise State would be odd man out. ESPN just stated that IOWA was the best team for their tv ratings.......and in fact, the IOWA/INDIANA game was the top rated game on ESPN this year.

Now, throw in the fact that 15000+ hawkeye fans live in the Phoenix area and Iowa is by far the best travel team of the four teams competing for a Fiesta spot, the Fiesta Bowl is creaming their jeans at a shot to invite Iowa to their bowl game.

I lean to Oklahoma, they want to knock their in state rival out of BCS contention, Ok ST QB Robinson is banged up, bad shoulder, might not be able to throw to his full capabilities, and also will be overy cautious to avoid getting hit. OK defense could snuff OK St, eek out some points, and cover in a game say, 27-13. Might be best to pass, EVERYONE is on Ok State, perception is that the points are value.... not so sure.
