                Why live in the States if you are funded $200,000 offshore? Then you have to pay income taxes, try to cash a check every week at the bank without raising suspition, etc..

                          You still have to do that if you are a US citizen living overseas.

                              I am aware of countries where you don't have to pay local income tax as a foreign resident. They are not necessarily in your neck of the woods.

                                Yes there are many.

                                However, as a US citizen you still owe taxes to the US gov't no matter where you reside. There is no foreign income exemption for gambling profits.
