This advice holds true in live also. You get a higher percentage of drunks and gamblers in this time slot. I think you could move it up to around 7 or 8pm. About the time East Coasters have gotten home from work and settled in for a night of gambling.

Mid day can be interesting, as long as you stay away from the numerous rock gardens and find some whacky Euro's and Russians.
